A government agency is a special group that helps a government run. These organizations are part of a system called a bureaucracy. They are responsible for managing specific tasks or functions. Sometimes these groups are called appointed commissions. An agency is usually different from a large government department. Most agencies do executive work, which means they carry out rules. Some groups act in an advisory role to give advice.

Agencies work in many different ways. A national government can create an agency to help the whole country. A state government can also make its own agencies. Some agencies are very independent and act on their own. Others follow the orders of a leader or a minister. In the Netherlands, an agency is part of a ministry. It has its own budget and its own management. However, the minister still keeps full control over what the agency does.

These organizations have a long history. Early examples include the British Navy Board from 1546. King Henry VIII helped start this group to manage ships and supplies. In 1570, the British Commissioners of Bankruptcy were also formed. In the United States, many new agencies grew during the 1930s. This time was known as the New Deal. People called these "alphabet agencies" because of their names. One example was the Federal Emergency Relief Administration.

Different countries have unique rules for their agencies. In Sweden, agencies act independently to carry out government policies. Swedish ministers are not allowed to interfere with daily work. In France, some agencies are called Independent Administrative Authorities. The government cannot order these specific groups to take action. In India, the Cabinet Secretariat helps coordinate different ministries. The United States has many independent agencies like the Federal Communications Commission. The Federal Reserve Board is another important group.

Agencies help manage the complex parts of modern life. In the United States, Congress and the President give agencies power. This power helps them regulate many different things. Some agencies, like the Federal Trade Commission, follow rules set by Congress. In 1946, the United States passed the Administrative Procedure Act. This law created a fair way to oversee how agencies work. It also helps people review the decisions that agencies make. This keeps the system organized and helps it function for everyone.
