Legislation is the way a society makes its laws.

It can be the process of making rules. It can also be the rules themselves. A group of people makes these laws. This group is often called a legislature or a parliament. These rules help guide how everyone lives together. They can provide money or give permission for things. Laws can also stop certain actions or set limits.

Making a law is a step-by-step job. It usually starts with a bill. A bill is a plan for a new law. A member of the legislature might suggest it. Sometimes the executive branch suggests the bill too. Leaders then debate the bill to talk about it. They often change parts of the bill. This is called an amendment. Most bills do not actually become laws. Only a small part of them pass.

Governments often use a system called the separation of powers. This keeps things organized and fair. One branch has the power to make legislation. This is the legislative branch. Another branch is the judicial branch. They have the power to interpret the laws. The executive branch carries out the law. They must act within the limits set by the law. This ensures no one has too much power.

In many places, the people hold the power. This idea is called popular sovereignty. It means the people are the source of authority. The will of the people is a standard for action. This helps make the government feel legitimate. People can sometimes participate in making laws directly. Civic education helps people understand this process. It helps people feel confident in their government.

Sometimes, a law is no longer used. This is called a dead letter. The law has not been removed, but it is obsolete. This means it is out of date. Some laws become dead because they are hateful. For example, laws about slavery are dead. Other laws are not enforced by the people. This happened with prohibition in the past. Some laws simply lack the tools to be enforced. They are just left there without being used.
