A bill is a formal proposal for a new law. It can also be a plan to change an existing law.

A bill is not a law yet. It must first be passed by a legislature. Most bills also need approval from a head of state. This leader could be a president or a monarch. Once it is approved, the bill becomes an act or a statute. This is how societies decide on the rules everyone follows.

Making a bill involves several careful steps. First, people write a draft of the proposal. This draft includes a title and a statement of what the law should do. It also includes definitions and dates for when the law starts.

In many places, a committee studies the draft first. This is called pre-legislative scrutiny. It helps leaders find mistakes before the bill is officially introduced. This way, the final law is as clear as possible.

Different countries have different ways to start the process. In the United Kingdom, most bills come from the government. These are called government bills. In the United States, all bills must start in the legislature. This is because the executive branch is separate from the legislature. Some leaders use a motion called "leave" to introduce a bill. In the British system, a leader might use the Ten Minute Rule. This gives them ten minutes to propose their idea to the group.

In India, a bill must go through many specific stages. It starts with a first reading where the title is read. Then, it is published in the Gazette of India. The second reading is when the bill gets its final shape. A committee might study it very closely during the committee stage. After that, the house discusses it during the consideration stage. Finally, a third reading happens where everyone votes on the whole bill. If they agree, the bill goes to the president for approval.

In the United Kingdom, the process has seven stages. It moves from the first reading to the second reading. Then comes the committee stage where experts might give opinions. After the report stage and third reading, it goes to the opposite house. If the two houses do not agree, the House of Commons often has the final say. Once everything is settled, the monarch gives royal assent. This happened for the last time in 1708 by Queen Anne. After this, the bill is officially a law.
