A bill is an idea for a new law. It can also change an old law.

A bill starts in a group of leaders called a legislature. These leaders talk about the bill. They debate it to see if it is good. Then they vote on it.

In the United Kingdom, a bill goes through seven stages. It starts with a first reading. This is just reading the name of the bill. Next, leaders talk about it in a second reading. A small group may study it in a committee stage. This group might ask experts for their ideas. After that, the whole house looks at the changes. This is the report stage. Then comes the third reading. If they like it, they send it to the other house.

Once both houses agree, the bill goes to a top leader. This might be a king or a president. If they sign it, the bill becomes a real law. We call this law an act. If the leader says no, it is called a veto.
