They formed a group called the Lombard League in 1167. This group was an alliance of many cities. They wanted to rule themselves. A powerful ruler called the Holy Roman Emperor wanted control. He tried to rule the cities directly.

The cities fought back to stay free. They won a big battle at Legnano in 1176. Later, they made a peace deal. The cities kept their own local rules.

The League was more than just a group for war. It was one of the first examples of a confederation. A confederation is a group where many parts work together. The League had its own council. This council was called the Regents of Lombardy. Members sent people to help make big choices. They voted on things like war and peace. They even made a customs union to help trade.

The League lasted for a long time. It ended in 1250 when Emperor Frederick II died.
