Many people moved to walled towns to find protection. They wanted to be free from unfair rules. They also wanted to protect their trade.

To do this, they formed a group called a commune. Members of a commune made a special promise. They swore an oath to defend each other. They also promised to keep peace inside the town. This helped them rule their own affairs.

In northern Italy, communes became very strong. Some grew into city-states. These were cities that ruled themselves.

Cities like Milan and Venice became very powerful. Venice even built a large empire on the sea.

In other places, communes were different. In Germany, some became free cities. In the mountains, rural communes helped villagers work together. They shared things like forests and pastures. These groups helped keep roads safe for trade. Communes changed how people lived and worked together.
