These rules are known as the Lieber Code. They were the first modern set of laws for the battlefield. His work helped shape the Hague Conventions and the Geneva Conventions. These important international agreements still help people today. Lieber was a pioneer in many areas like law and political science.

Lieber's life began in Berlin, Prussia, in the late 1790s. He was born into a wealthy Jewish merchant family. As a young man, he served in the Prussian Army. He was even wounded during the Battle of Waterloo in Belgium. After the war, he became very active in politics. This led to him being arrested and held in prison. Because of his political views, he eventually left Europe for America.

He arrived in the United States in 1827. During his early years, he held many different jobs. He taught swimming and gymnastics in Boston. He also worked as a journalist and a translator. He helped edit the Encyclopaedia Americana in Philadelphia. Later, he became a professor of history in South Carolina. In 1856, he moved to New York to teach at Columbia University.

During the American Civil War, Lieber did very important work for the North. The U.S. Army asked him to write specific instructions for soldiers. He wrote these in 1863 as General Orders Number 100. This document is what we call the Lieber Code. It told the Union Army how to behave on the battlefield. Even though he lived in the South, he supported the Union. His son Oscar died fighting for the Confederate side. His other son, Hamilton, fought for the Union and lost an arm.

Lieber's ideas changed how the world thinks about war and law. He believed that people have rights and duties. His motto was "No right without its duties, no duty without its rights." This idea helped create the first Westernized laws of war. His work bridged the gap between old customs and new laws. Even after he died in 1872, his influence stayed strong. Today, we still use the ideas he started to protect people during conflicts.
