She was born on December 17, 1987, in Oklahoma City, Oklahoma. Her father, Brian Manning, served in the U.S. Navy as an intelligence analyst. Chelsea grew up in a difficult home with many challenges. Her sister helped care for her when they were young. Chelsea was a very bright student who loved science and computers. She even built her own website when she was only 10 years old.

In 2007, Manning joined the United States Army. She wanted to use the G.I. Bill to go to college. She trained to be an intelligence analyst in Arizona. This job gave her a high security clearance. This meant she could see many secret military and diplomatic documents.

In 2009, she was assigned to an Army unit in Iraq. This position gave her access to huge amounts of sensitive information. She could see reports about the wars in Iraq and Afghanistan.

In early 2010, Manning shared secret documents with a group called WikiLeaks.

These files included the Iraq War Logs and the Afghan War Diary. They also included 251,287 U.S. diplomatic cables. The leaked files showed videos of airstrikes in Baghdad and Afghanistan. An acquaintance named Adrian Lamo told the Army about her actions. Manning was arrested in May 2010. The documents were published by WikiLeaks and other media partners between 2010 and 2011.

In 2013, Manning faced a military court. She was convicted of 17 charges. One of the charges was aiding the enemy, but she was found not guilty of that specific crime.

The court sentenced her to 35 years in a high-security prison. She spent time in Virginia and later in Kansas. In January 2017, President Barack Obama commuted her sentence. This allowed her to leave prison after serving nearly seven years.

Since her release, she has worked as a public speaker. In 2018, she ran for a seat in the U.S. Senate in Maryland. She received 6.1% of the vote in that election. Later, she was jailed again for contempt of court. This happened because she refused to testify about WikiLeaks. She was also fined $256,000 during that time.
