The Arctic Council is a special group of leaders. They work together to talk about the Arctic region. This area is very cold and far north. The council helps eight countries manage these lands. They also listen to the Indigenous people who live there. This group helps everyone work on big jobs. They focus on protecting nature and helping people live well.

Working in the council happens in a few ways. The group meets every six months to talk. These are called Senior Arctic Officials meetings. High-level leaders from the eight nations attend these. Every two years, there is a bigger meeting. This is called a Ministerial meeting. A leader from a different country hosts it each time. The host country is called the Chair. The Chair changes every two years to share the work.

This group has a long history of working together. It all started in 1991 with a plan for the environment. Later, in 1996, the Ottawa Declaration was signed. This document created the Arctic Council as we know it. It helped countries coordinate on many important tasks. They have studied things like climate change and shipping. In 2011, they even made a treaty for search and rescue. This was the first binding agreement they made together.

Eight countries are the main members of the council. These are Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden, and the United States. Six Indigenous groups are also very important. They are called Permanent Participants. These include the Inuit Circumpolar Council and the Saami Council. They have a special seat at the table. They can speak and suggest new ideas for projects. They help make sure the voices of local people are heard.

Other groups can join to watch the meetings. These are called observer states and observer organizations. They do not have the right to vote. Many countries like China and Japan are observers. Some groups like the Red Cross also watch. In 2022, things became difficult for the council. Many members stopped meeting with Russia because of the war in Ukraine. They decided to keep working on some small projects instead. They want to keep the Arctic safe for everyone.
