The Arctic Council is a high-level intergovernmental forum. It focuses on issues facing the Arctic region. This includes challenges for Arctic governments and Indigenous peoples. The Council promotes cooperation and coordination among its members. It works on topics like sustainable development and environmental protection. It also studies climate change, Arctic shipping, and oil and gas.

Eight countries hold sovereignty over lands within the Arctic Circle. These nations serve as the Council's member states. They are Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden, and the United States. Membership is limited to states with territory in the Arctic. The Council operates through a rotating chairmanship. A new country takes the role of Chair every two years. This Chair manages the secretariat and organizes all official meetings.

The Council has a specific structure for participation. Beyond the eight members, there are observer states and observer organizations. Observer states are non-Arctic nations approved by Ministerial Meetings. As of September 2021, thirteen non-Arctic states held observer status. These include countries like China, India, and Japan. Observers do not have voting rights in the Council. They may receive invitations to most meetings. However, they cannot always participate in every detailed working group project.

Indigenous peoples have a unique role through Permanent Participant status. This status allows for active participation and full consultation. There are currently six Indigenous groups with this status. These include the Inuit Circumpolar Council and the Saami Council. They represent many people, such as the 180,000 Inuit and 100,000 Sámi. Permanent Participants can address meetings and propose new projects. They can even raise points of order for the chairman. This gives them significant influence compared to other international groups.

History shows how the Council grew from earlier agreements. In 1991, the eight Arctic countries signed the Arctic Environmental Protection Strategy. This was the first major step toward the current Council. In 1996, the Ottawa Declaration officially established the Arctic Council. This document defined how states and Indigenous communities would interact. In 2011, the Council reached a major milestone. The members concluded the Arctic Search and Rescue Agreement. This was the first binding treaty made under the Council's guidance.

Meetings occur in two main types. Senior Arctic Officials meet every six months. These officials are often ambassadors or high-level foreign ministry staff. They handle the day-to-day coordination of Council work. Every two years, the Chair hosts a Ministerial-level meeting. This is the most important event in the two-year cycle. Ministers from foreign affairs or environment departments attend these meetings. They issue a formal declaration summarizing their accomplishments and future goals.

Recent history has brought new challenges to the Council. In March 2022, several members changed how they interact with Russia. Canada, Denmark, Finland, Iceland, Norway, Sweden, and the United States stopped attending meetings under Russian chairmanship. This decision was made because of the Russian invasion of Ukraine. In June 2022, these countries issued a second statement. They decided to resume cooperation on a limited number of projects. These projects must not involve Russian leadership or participation. This shows how global conflicts can impact Arctic cooperation.
