He is mostly known for creating a massive lie called the Popish Plot. This was a fake story about a group of Catholic people. Oates claimed they were planning to kill King Charles II. Because many people believed him, it caused a lot of trouble in England. His false stories led to the deaths of at least 15 innocent men.

Oates used his skills to make his lies seem real. He was known for having a very good memory. This helped him when he spoke to the King's council. He could name many people at a glance to seem convincing. He even claimed to have written letters from important leaders. He used these fake details to make his story feel solid. Many people in power were amazed by his confident performance.

Oates had a very busy and difficult early life. He was born in Oakham, Rutland, in 1649. His father, Samuel Oates, was a minister. Titus went to school at Merchant Taylors' School. He later studied at Cambridge University. He attended Gonville and Caius College in 1667. Later, he moved to St John's College in 1669. He did not earn a degree from the university. He was ordained as a priest in 1670.

His life changed when he joined the Catholic Church in 1677. He worked with a man named Israel Tonge. Together, they wrote many papers against Catholic people. Oates also spent time at religious houses in France and Spain. He claimed he joined the Catholic Church just to learn their secrets. This was part of the plan to tell his big lie. He used his time in these places to build his fake story.

Eventually, the truth came out and Oates faced many consequences. King Charles II personally questioned him. The King found many lies in Oates's stories. For example, Oates lied about meeting a leader in Spain. The King knew the leader's face and saw Oates was wrong. Oates was arrested and sent to prison. He was even punished in a pillory.
