He was born on April 2, 1896, in a village called Bagarich. This village was part of the Ottoman Empire. Tehlirian grew up in a place called Erzincan. He studied at a school in Constantinople. Later, he went to Serbia to study engineering. He even planned to study in Germany. His life changed forever during World War I. He joined the Russian army as a volunteer. He fought on the Caucasus Front against the Turks.

During the war, a terrible thing happened to the Armenian people. This event is known as the Armenian Genocide. In June 1915, local police ordered the deportation of Armenians in Erzinjan. Tehlirian lost 85 family members during this time. He felt a deep need for justice for these people. He joined a group called Operation Nemesis. This group wanted to find leaders responsible for the genocide. They planned to take revenge on those in power. Tehlirian was chosen for a very important task.

Tehlirian's target was a man named Talaat Pasha. Talaat was a leader in the Ottoman Empire. He was the Grand Vizier, which is like a prime minister. He was also a member of the "Three Pashas." These three men controlled the Ottoman Empire at that time. Many people believed Talaat was the main person behind the genocide. In 1920, the Nemesis group helped Tehlirian travel to the United States. He later went to Europe to find his target. He traveled to Paris and then to Geneva.

On March 15, 1921, Tehlirian arrived in Berlin. He found Talaat Pasha's home on Hardenbergstraße. Tehlirian rented an apartment nearby to watch the man's routine. He waited for the right moment in the morning. He walked past Talaat to make sure it was him. Then, Tehlirian shot him with a 9mm pistol. The German police arrested him immediately. He did not try to run away from the scene. He went straight to a trial in a German court.

Tehlirian's trial was very famous all over the world. He had three lawyers to help him. He told the jury about the harm done to his family. He said he was not a murderer because his conscience was clear. He even spoke about seeing his mother in his dreams. The jury listened to many witnesses during the trial. After two days, they found him not guilty. Tehlirian later moved to the United States. He lived in San Francisco and worked as a postal clerk. He died in 1960.
