The Armenian question was a major debate in the late 1800s. It focused on how to protect Armenians living in the Ottoman Empire. This empire was a very large and strong land. Many people in Europe and Russia watched this closely. They talked about the rights and freedoms of the Armenian people. This topic became a common subject in news and politics.

Many Armenians lived in provinces near the Russian border. They often looked to Russia for safety and help. In 1828, Russia and the Ottoman Empire fought a war. After this, Russia took some land through the Treaty of Turkmenchay. Many Armenians moved from Persian lands to Russian lands. By 1897, over one million Armenians lived in Russian areas.

In 1878, a big meeting called the Congress of Berlin happened. An Armenian leader named Mkrtich Khrimian led a group there. He wanted to present the needs of his people. However, the leaders at the meeting left the Armenians out. Khrimian gave a famous speech called "The Paper Ladle." He told Armenians to look at how Bulgaria gained independence.

Different rules were tried to help the Armenian people. In 1878, the Treaty of Berlin included Article 61. This article said the Ottoman government must report on reforms. Later, in 1895, European powers proposed a new reform program. Between 1912 and 1914, they even planned two new provinces. These provinces would have European inspectors to watch over them. These plans never actually happened in real life.

Because reforms did not work, things became very difficult. Some Armenians formed groups like the Hunchak and Dashnak. They wanted to fight for an independent state in Eastern Anatolia. Sadly, the situation ended in a very dark way. In 1915, the Ottoman government leaders made a terrible choice. They began the Armenian genocide by killing and expelling people. This event changed the history of the region forever.
