He was born in Maringá on August 1, 1972. His father was a geography professor. Moro studied law at the State University of Maringá. He finished his degree in 1995. Later, he earned a master's degree in 2000. He also earned a PhD in State Law in 2002. These studies helped him prepare for a long career in the law.

In 2014, Moro became a lead judge for a huge case. This investigation was called Operation Car Wash.

The case looked for corruption and bribery. It found that people were using money from Petrobras to pay bribes. This was a very big scandal in Brazil. Moro worked very quickly to investigate these crimes. By the end of 2017, 175 people had been sent to jail. Many people in Brazil saw him as a hero fighting for truth.

However, some people had very strong disagreements with Moro. They worried that he was not being neutral. In 2017, Moro sent former president Luiz Inácio Lula da Silva to jail. This decision caused a lot of upset in the country. Later, the Supreme Federal Court looked at the case. In 2021, judges said Moro was biased. This means he was not acting as a fair judge. The United Nations Human Rights Committee also agreed with this view.

Shortly after, Bolsonaro named Moro as the Minister of Justice and Public Security. Moro took the job on November 1, 2018. He worked in this role for about 15 months. He focused on fighting organized crime and protecting borders. He left the government in April 2020. He said the president was interfering in his work.

Since leaving the government, Moro has continued to be active. He worked for a firm called Alvarez and Marsal for nearly one year. He also joined the political party called Podemos in 2021.
