He is known for two very different lives. For many years, he was a Roman Catholic bishop. A bishop is a high leader in the Church. He served the San Pedro diocese. This area was home to many poor people. Because he helped them, people called him "the bishop of the poor."

He later became the President of Paraguay.

Lugo's journey to leadership started with teaching and helping. At age 18, he began teaching in a rural community. He saw that the people there were very religious but had no priest. This experience changed his life. He joined a seminary when he was 19 years old. He became a priest on August 15, 1977. Later, he served as a missionary in Ecuador for five years. He even studied in Rome to learn more.

His path to the presidency was very historic. In 2008, he ran for office against the Colorado Party. That party had ruled Paraguay for 61 years. Lugo won the election with 42.3% of the votes. This was the first time a ruling party gave up power peacefully to an opponent. He was sworn in as president on August 15, 2008. He even said he would not take a president's salary. He believed the money belonged to humble people.

As president, Lugo tried to make life better for many. He wanted to fight corruption and help people with less money. He made hospital care free for everyone in the country. His government also gave free laptops to primary school students. He helped create a school snack program too. One big success was a deal regarding the Itaipu Dam. This deal helped Paraguay get much more money from selling electricity.

However, his time in office faced many hard jobs. Some leaders in the government did not support him. In 2012, he was removed from office through impeachment. This is a process where leaders are taken out of power. Some other countries called this a coup d'état. Even after this, Lugo stayed in politics. He was elected to the Senate in 2013 and 2018. He worked as a senator for many years in Paraguay.
