In 1940, Timoshenko led Soviet troops during the Winter War against Finland. He was very successful at this hard job. He helped his army break through the Finnish Mannerheim Line. Because of his success, he became a Marshal of the Soviet Union. He also became the People's Commissar for Defence. This role meant he was in charge of the whole military. He worked hard to modernize the Red Army. He wanted to make more tanks to prepare for a war with Germany.

When Germany invaded the Soviet Union in June 1941, Timoshenko held a high position. He was named the chairman of the Stavka. The Stavka was the high command for all Soviet armed forces. He later led many different groups of soldiers in the field. In late 1941, he organized a large attack in the Rostov region. This success made him famous in many other countries. However, things became difficult for him in 1942. After a large defeat at the Second Battle of Kharkov, he lost his command of the Stalingrad Front.
