A ruling class is a group with much power. They decide the political and economic agenda for a society. This means they set the rules for money and government. They also shape the culture and ideas of the people. This way of thinking is called a dominant ideology.

Different systems work in different ways. In a system called feudalism, lords held the power. They owned land and had rights that they could pass down. They also had power over the lives and work of others. In a system based on slavery, the owners were the ruling class. They had legal power over the people they owned.

Marxist philosophy looks at how these groups change. In a capitalist system, the ruling class is the bourgeoisie. These are the people who own the means of production. The means of production are the tools and places used to make things. The workers are called the proletariat. Marxists believe the bourgeoisie use their power to exploit the labor of workers.

Some people want to change how power works. Marxists seek to replace the capitalist system with a worker's state. They want the proletariat to take control of the state. This is sometimes called a dictatorship of the proletariat. Anarchists like Mikhail Bakunin have a different idea. They want to abolish the ruling class and the state entirely. They worry new leaders will just become a new ruling class.

In the 20th century, some states had a group called the nomenklatura. These were administrators who ran the state and its resources. Today, the world is changing due to globalization. Some thinkers say a transnational capitalist class has formed. These people are not native to just one country. Others, like Mattei Dogan, wonder if a single ruling class even exists anymore.
