Representative democracy is a way for people to govern themselves. In this system, citizens do not vote on every single law or rule. Instead, they elect delegates to represent their interests. These elected leaders make important decisions on behalf of the group. This is different from a direct democracy where everyone votes on everything. Most modern Western countries use some form of this system today.

These elected leaders usually work together in a group called a legislature. A legislature might have one chamber or it might have two. When there are two chambers, it is called a bicameral system. Some leaders may also have the power to choose a president or a prime minister. A constitution often sets the rules for what these representatives can do. An independent court might even check to see if new laws follow the constitution. This helps keep the power of the representatives in check.

This way of governing has a very long history. The Roman Republic was the first known state in the West to use representative ideas. Much later, in the late thirteenth century, representative government grew in Britain. In 1258, the Oxford Parliament limited the power of the king. By 1265, Simon de Montfort's Parliament included both noblemen and citizens from towns. These old ideas helped shape how many countries work in the modern world.

Many different countries have built their own versions of this system. The United States created a new Constitution in 1787 with a national legislature. In the United States, Senators were not elected directly by the people until 1913. In France, the National Convention was elected by all males in 1792. Over time, many more people gained the right to vote. This included women, people without property, and Black people through new laws.

There are different ways a representative might act once they are elected. Some act as delegates, which means they do exactly what the voters want. Others act as trustees, meaning they use their own best judgment to make choices. Some people think these systems can be biased toward wealthy people. Others, like Robert Michels, argued that systems might eventually be run by only a few. Despite these debates, most governments in the world use representative democracy today.
