It is a federal member state that considers itself part of Somalia. The capital city is Garoowe, which is in the Nugal region. In 2016, the population was about 4,334,633 people. The land has very important points. Cape Guardafui is the tip of the Horn of Africa. Ras Hafun is the easternmost place on the whole African continent.

The name Puntland might come from the ancient Land of Punt. This land was mentioned in old Egyptian records. Some studies say that land was in Somalia. Others think it was in a different place.

Long ago, powerful groups ruled these lands. The Majeerteen Sultanate began in the mid-18th century. A leader named Boqor Osman Mahamuud ruled many towns like Alula and Bosaso. He was a very resourceful king. He built strong trade networks and made treaties with other powers. Later, a man named Yusuf Ali Kenadid challenged him. After a fight, Kenadid went to Yemen. He returned in the 1870s with new soldiers. In 1878, he started the Sultanate of Hobyo.

Both leaders later signed treaties with Italy to help their own goals. By the early 20th century, Italy took control of the area.

Puntland was officially formed in 1998. This happened after the Somali Civil War began in 1991. Leaders met in Garoowe for three months to talk. They included elders, business people, and thinkers. They wanted to provide security and help trade. Abdullahi Yusuf Ahmed became the first president.

Puntland is a homeland for the Harti community. It uses a system based on clan relationships. It is different from Somaliland because it wants to stay part of Somalia. However, Puntland has had land disputes with Somaliland over the Sool and Sanaag regions. In March 2024, Puntland said it would act independently until a new constitution is agreed upon.

The name "Puntland" likely comes from the ancient Land of Punt. This land appears in ancient Egyptian sources. While the exact location of Punt is unknown, many studies suggest it was in present-day Somalia.

The history of the region includes powerful sultanates. The Majeerteen Sultanate was founded in the mid-18th century. It became very prominent in the 19th century under Boqor Osman Mahamuud. He was a resourceful king and a prominent Darood clan chief. He ruled towns like Alula, Bargaal, Bosaso, and Hafun.

The sultanate maintained a strong trading network. It also entered into treaties with foreign powers. However, a power struggle occurred in the mid-1800s. Boqor Osman fought his cousin, Yusuf Ali Kenadid. After five years of battle, Kenadid was forced into exile in Yemen. He returned in the 1870s with Hadhrami musketeers. In 1878, he established the Sultanate of Hobyo. Both leaders signed protectorate treaties with Italy to protect their interests. Eventually, European colonial rule led to the annexation of these sultanates into Italian Somaliland.

Puntland was officially established in 1998. This followed the outbreak of the Somali Civil War in 1991. A constitutional conference was held in Garoowe for three months. This meeting included political elites, traditional elders known as Issims, and business leaders. They aimed to provide security, facilitate trade, and deliver services. Abdullahi Yusuf Ahmed served as the founding president.

The legal structure includes the judiciary, the legislative branch, and the executive branch. The executive branch consists of the President and the Council of Ministries. The House of Representatives serves as the legislative body. In 2001, the region saw political unrest. President Abdullahi Yusuf Ahmed fought Jama Ali Jama for control. Ahmed emerged victorious and served until 2004. He then became the President of Somalia. He was succeeded by Mohamed Hashi, who served until January 2005. After him, General Mohamud Muse Hersi, also known as "Adde," was elected.

President Mohamud Muse focused on economic development. In 2005, he began planning the Bender Qassim International Airport.

He also sought to improve trade with the United Arab Emirates. In 2007, he met with the crown prince of Ras al-Khaimah. They agreed to set up a livestock quarantine facility. This helped facilitate the import of livestock to the UAE. In 2008, he signed a Dh170 million agreement with the Lootah Group. This deal supported the construction of an airport, seaport, and free zone in Bosaso. Muse believed these projects would bring health services and prosperity to the people. His administration aimed to build infrastructure to support the growing economy.

Abdirahman Farole was elected president in January 2009. His administration implemented many reforms in the security and judicial sectors. He hired and trained new prosecutors, judges, and prison guards.

A new anti-terrorism law was approved in 2010 to handle terror suspects. Farole also established a transparent, budget-based public finance system. This helped increase public confidence in the government. In May 2009, he launched the Puntland Agency For Social Welfare, or PASWE. This was the first organization of its kind in Somali history. PASWE provides medical, educational, and counseling support to vulnerable groups. This includes orphans, the disabled, and the blind. The agency is overseen by a board of religious scholars, business people, and elders.

Puntland has also moved toward a more democratic political system. In 2009, the government passed a new regional constitution. This was a major step toward a multi-party system. In 2012, the Puntland Electoral Commission opened registration for political parties.
