Making the state was a long and careful process. It involved many different leaders and groups. In February 2011, leaders from Galmudug and Puntland met in Garowe. They signed an agreement to help each other with security and trade. Later, the federal government worked to help form a new state. In July 2014, a big meeting happened in Mogadishu. Many international groups like the UN and EU also attended these meetings.

Setting up the government took many steps and many meetings. In late 2014, the government picked six special committees. These groups had important jobs to do. One group worked on the constitution. Another group worked on making things peaceful. A third group helped with security and rules. A fourth group helped move people to the meetings. A fifth group helped find delegates. A sixth group helped take care of guests. In April 2015, a large conference was held in Adado. President Hassan Sheikh Mohamud launched this event. Traditional leaders were tasked with picking 510 delegates to elect a president.

Galmudug is a Federal Member State located in the central part of Somalia.

It is a vital part of the Federal Republic of Somalia. The state's name comes from combining the names of its two main regions, Galgaduud and Mudug. Geographically, it is the most centrally located area in the country. It sits about 750 km from Mogadishu, Bosaso, and Harar in Ethiopia. The state is bordered by the Indian Ocean to the east. To the north, it borders the Puntland state. To the south, it borders Hirshabelle. To the west, it borders the Somali Region of Ethiopia.

The formation of Galmudug involved complex political steps and many different groups. In February 2011, representatives from Galmudug and Puntland met in Garowe. They signed an accord to cooperate on security, economic, and social matters. This helped improve relations between the two regions. Later, the federal government worked to finalize the state's official status. In July 2014, a major agreement was signed in Mogadishu. This pact included representatives from Galmudug, Himan and Heeb, and Ahlu Sunna Waljama'a. This meeting helped establish the Central Regions State. Many international groups attended, including the UN, EU, AU, IGAD, and AMISOM.

Creating this new state required organized leadership through several specialized committees. In late December 2014, the Federal Government appointed six specific steering bodies. A technical committee, led by Halimo Ismail Ibrahim, helped create the state. A constitution committee was chaired by Abdinoor Moalim Mohamud. A reconciliation committee, led by Sheikh Omar Mohamud Mahad, worked to solve differences and select delegates. A security, protocol, and supervision committee was headed by Uke Haji Abdirahman. There was also a mobilization committee led by Abdullahi Abdi Abdille. Finally, a committee for accommodation was chaired by Dahir Hassan Guutaale.

Establishing the capital and government structure was another important phase. In April 2015, President Hassan Sheikh Mohamud launched a state formation conference in Adado. During this time, he announced that Dhusamareb would be the administrative capital. Traditional leaders were tasked with selecting 510 delegates. These delegates were responsible for electing a new regional president within two weeks. This process helped move the administration toward a formal federal structure. The state's government includes a president who serves as both the head of state and the head of government. The president also has the power to appoint and dismiss cabinet members.

The population of Galmudug is made up of many different clan groups. The Hawiye clan is very large in the region. This includes the Habar Gidir, Sheekhaal, Duduble, Abgaal, and Murusade groups. The Darod clan also has a significant population. Within the Darod, the Marehan sub-clan is very prominent. They are the majority in the Abudwak District. They also live in Balanballe, Cadaado, Ceel Dheer, and Dhusamareeb. The Dir clan is also present, especially the Surre sub-clan. The Surre live in parts of Galgaduud, such as areas near Herale and Ceel Buur. These groups often interact through land-sharing and alliances.

Education and infrastructure are key parts of life in the state. Many educational institutions are run by the private sector. However, in 2015, the administration announced plans to open free schools. The local government intended to pay for teachers at these new schools. Several universities serve the region. These include SIMAD University, Central Regions University, and Horn Africa University in Adado. Other schools include Mudug University in Galkayo, Savannah University in Guriel, and Galgaduud University. In Galkayo, projects were started to build a new government center and a football stadium.

There is also the Galmudug Maritime Force. This maritime force is responsible for safeguarding marine resources. They work to protect the ocean from illegal fishing and piracy. This helps ensure that the region's sea resources are used properly. The administration also appoints governors to lead each of the constituent provinces, such as the Governor of Mudug.
