This was a Russian outpost to control local salt lakes. Salt was a very valuable resource back then. In 1861, the settlement became a town. It was given the name Pavlodar. This name means "The Gift of Paul." It was named to honor Grand Duke Paul Alexandrovich of Russia. By 1897, the town had about 8,000 people.

Many different groups of people live in Pavlodar today. In 2010, the population was 331,710 people. Most residents are ethnic Kazakhs or Russians. There are also many Ukrainians, Germans, and Tatars living there. Other groups include Belarusians, Moldovans, and Koreans.
