Modu's rise to power was a difficult time. His father, Touman, did not want Modu to rule. Touman sent Modu away as a hostage. Modu escaped by stealing a fast horse. He returned home as a hero. His father then made him a leader of 10,000 riders.

Modu wanted men who were very loyal. He made a whistling arrow to lead his troops. He tested his men by ordering them to shoot his favorite horse. He even ordered them to shoot his favorite wife. Those who did not shoot were killed. Finally, he ordered his men to shoot his father. This allowed Modu to become the Chanyu, or leader, of the empire.

Modu built a massive empire. It reached the Pamir Mountains in the west. It reached Lake Baikal in the north. He fought the Han dynasty in China. After a battle, the Han leaders sent him silk and grain. This was called tribute. Modu ruled until 174 BCE. His son then became the next leader.
