Saakashvili is a jurist, which means he is an expert in law. His career has moved through many different levels of government in two different countries. His life reflects the complex political history of the Caucasus region and Eastern Europe.

Saakashvili's path to leadership began with extensive legal education. He graduated from the Taras Shevchenko National University of Kyiv in 1992. Later, he earned an LL.M. from Columbia Law School in New York. He also studied at the School of International and Public Affairs and George Washington University Law School.

In 1995, he entered Georgian politics as a member of Parliament. He also served as the Minister of Justice under President Eduard Shevardnadze. During this time, he worked to create a new electoral system and an independent judiciary.

In 2001, Saakashvili founded the United National Movement (UNM). This is a centre-right political party with elements of nationalism. He used this party to challenge the existing government. In 2003, he accused the government of rigging the parliamentary elections. This led to the Rose Revolution, a series of mass protests in Tbilisi. Over 100,000 people participated in these demonstrations. The movement successfully led to the ouster of President Shevardnadze.

This event changed the course of Georgian history and brought Saakashvili to the presidency.

Saakashvili was elected president in 2004 at age 36. He was the youngest national president in Europe at that time. His administration focused on far-reaching structural reforms. He replaced the entire national police force to fight corruption. He also implemented a neoliberal economic policy. This involved abolishing various taxes and lowering corporate income tax from 20% to 15%. The dividend tax was also lowered from 10% to 5%.

These changes aimed to make the country more business-friendly.

These economic reforms produced significant statistical changes. Between 2003 and 2013, Georgia's GDP grew by 70%. Per-capita income roughly tripled during this decade. In 2009, Forbes ranked Georgia's tax burden as the fourth lowest in the world. However, the reforms did not help everyone equally. By 2013, about one-quarter of the population remained below the poverty line. While the economy grew, social inequality remained a major challenge for the nation.

Despite economic growth, Saakashvili's presidency faced serious legal and ethical controversies. He was accused of being involved in police brutality and systemic torture. Specific cases included the beating of Valery Gelashvili and the murder of Sandro Girgvliani. There were also accusations regarding the treatment of people in the Georgian prison system.

These scandals led to political tension. In 2012, his party lost the parliamentary elections. In 2013, he left Georgia after the election of Giorgi Margvelashvili.

Saakashvili's later years involved significant movement between Georgia and Ukraine. In 2017, he lost his Ukrainian citizenship and became stateless. However, President Volodymyr Zelenskyy restored his citizenship in 2019. Zelenskyy appointed him to lead Ukraine's National Reform Council in 2020.
