He was born on October 31, 1909, in a place called Panadura. His family was very wealthy and owned many coconut farms. His father, Andrew Simon Goonewardene, was a well-known doctor. Leslie grew up in a family that was very active in local politics. Even though he was born into a life of privilege, he wanted to change how society worked. He wanted to make things fairer for everyone in his country.

To learn how to help people, Leslie went to study in England. He attended the London School of Economics to study government. There, he was taught by a professor named Harold Laski. These lessons changed how Leslie thought about the world.

He returned to Ceylon, which is the old name for Sri Lanka, in 1933. On December 18, 1935, he helped start the Lanka Sama Samaja Party, or LSSP. This was the very first political party in the country. He served as the General-Secretary of this party for many years.

Life became very difficult for Leslie during World War II. His party did not support the war, so the government stopped them from working.

Many of his friends were arrested and sent to jail. Leslie had to escape from Ceylon to stay safe. He went to India and lived in Calcutta. While there, he helped start a new group called the Bolshevik–Leninist Party of India, Ceylon and Burma. He also worked with Mahatma Gandhi during the Quit India Movement. This work helped lead to India gaining independence in 1947.

After India became free, Ceylon followed in 1948.

For many years, Leslie's party was the main group that challenged the government. He wanted to turn the country into a socialist republic. This meant he wanted the government to manage things like banks and schools. He believed this would help the people more. In 1970, his party joined a group called the United Front. This group won a huge election victory. Because of this, Leslie was able to take on important roles in the government.

Leslie's life showed that people can choose to use their wealth for good.

Even though he inherited a lot of money, he lived a life of service. In the 1950s, he even helped bring back a tax on inheritance. He wanted to make sure wealth was shared more widely. Before he died in 1983, he gave all of his wealth to charities. Because of his work for freedom, he is now a National Hero in Sri Lanka. His efforts are remembered every year on Independence Day.
