These leaders worked to keep their people safe. They helped create a very stable place to live.

New laws helped the islands stay calm. Missionaries worked with the ariki to write these codes. They decided to stop using violence to settle fights. This helped the political life of the islands stay steady. It was a new way for people to live together. These rules helped the kingdom grow for many years.

Things changed when the islands needed more protection. Queen Makea Takau was a leader of the people. She worried that the French might invade her home. In 1888, she asked the United Kingdom for help. The British made the islands a protectorate. This meant Britain would protect the Southern Group islands.

New leaders helped build a new government. Frederick Moss was a British Resident. He arrived to help the ariki make laws. In 1890, he helped form a General Council. This was the first government for the whole island. In 1891, the islands became a federation. The name changed to the Cook Islands Federation in 1893.

Eventually, the islands joined with New Zealand. Many people in New Zealand wanted this to happen. In 1900, the New Zealand Parliament approved the move. Lord Ranfurly was the Governor of New Zealand. He landed in Rarotonga in October of that year. Seven lesser chiefs and five ariki signed a deed. On 7 October 1900, the islands were annexed. By 1901, the power of the ariki was removed.
