It sits in the center of the historical Podolia region. The city serves as the administrative center for both the Khmelnytskyi Oblast and the Khmelnytskyi Raion. Geographically, the city is positioned at a favorable location for trade and agriculture. It is crossed by the Southern Bug, which is one of the longest rivers in Ukraine. A smaller river called the Ploska also flows through the western part of the city. This combination of water sources and fertile land makes the area very important for the region.

The natural environment of Khmelnytskyi is shaped by its soil and climate. The ground is largely composed of loess and loess-type rocks. These layers of overburden create soil that is excellent for farming. Farmers in the region grow winter wheat, rye, sugar beets, and potatoes. The area is also ideal for vegetable growing and gardening. The climate is described as moderately continental. This means the city experiences distinct seasonal changes. In July, the average temperature is 20°C, while in January, it averages 0°C.

Beyond farming, the geology of the region provides many industrial resources. The area contains various rock products used for construction. These include limestone, chalk, plaster, and sand. The ground also holds granite, gneiss, and sandstone. Other valuable minerals found in the region include graphite, kaolin, and phosphorite. There are even deposits of peat, bitumen, shale, and oil. These natural resources have helped the city develop into an important industrial center.

The history of the settlement is very old and has seen many name changes. Archaeological finds show people lived here during the Bronze Age and Scythian times. The first written record of the city dates to 1431. At that time, it was a military outpost known as Płoskirów. This name likely came from the Ploska River. Under the Kingdom of Poland, it was a royal city. In 1578, King Stephen Bathory established weekly markets and annual fairs to grow the economy.

Over the centuries, different empires controlled the city. The Cossacks seized the city during the Khmelnytsky Uprising. Later, the Ottoman Empire ruled the area until 1699. In 1793, following the Second Partition of Poland, the city was annexed by the Russian Empire. It was renamed Proskurov during this time. In 1954, the city was renamed Khmelnytskyi. This change honored Bohdan Khmelnytsky, a famous Cossack hetman.

The 20th century brought significant and often tragic changes to the population. During the interwar period, the city was contested by various groups. In 1919, a violent event known as the Proskurov pogrom occurred. This resulted in the deaths of an estimated 1,500 Jews in the city. During World War II, the German Army occupied the city from 1941 to 1944. The Holocaust severely impacted the local community. In 1939, the Jewish population was 42 percent, but by 1959, it had fallen to 10 percent. More than 9,500 Jews were killed in the town during the occupation.

The city is also a center for higher learning. Students attend institutions like Khmelnytskyi National University. The city also hosts the Khmelnytskyi Oblast Ukrainian Music and Drama Theater. Recently, the city has faced challenges due to the Russian invasion of Ukraine. Missile strikes in 2022 and 2023 have caused power outages and damaged buildings. Despite these hardships, the city continues to function as a key administrative and industrial center in western Ukraine.
