The history of this land is a complex sequence of conquests and migrations. Originally, the Old Prussians and other Western Balts inhabited the area. In the 13th century, the Teutonic Order conquered the region. They established the State of the Teutonic Order, which was a theocracy. A theocracy is a system where religious leaders hold political power. In 1255, they founded the city of Königsberg. They built it on the site of a destroyed Sambian settlement.

They named the city after Ottokar II of Bohemia.

Political control of the territory shifted many times through the centuries. In 1454, the Prussian Confederation requested to join the Kingdom of Poland. This led to the Thirteen Years' War. After Poland won, the Teutonic State became a vassal of Poland. This means they were under the protection and authority of the Polish King. In 1525, the region became the Duchy of Prussia. This was the first Protestant state in Europe. Königsberg served as the capital of this Duchy until 1660.

During World War I, the region was a major battleground. Russian troops achieved a victory at the Battle of Gumbinnen. Later, World War II caused extreme destruction. Soviet troops reached the borders of East Prussia in August 1944. By January 1945, they had captured almost the entire region.

Following the defeat of Nazi Germany, the territory underwent a total transformation. The Soviet Union annexed the land to the Russian SFSR. This caused a massive shift in who lived there. There was a large-scale migration and expulsion of the German population. They were replaced by Soviet citizens, most of whom were Russians.
