When he was only two years old, his father died in a work accident. Torrio and his mother moved to New York City in 1884. As a teenager, he led a street gang on James Street. He eventually opened a billiards parlor for his group. This business helped his gang grow through illegal activities like gambling. He was known for being very smart and organized. People even gave him the nickname "The Fox" because of his cunning ways.

Torrio moved to Chicago in 1909 to work for Big Jim Colosimo. He helped Colosimo deal with groups that tried to take money by force. By 1914, Torrio had become a top leader in the organization. In 1919, a young man named Al Capone arrived in Chicago. Capone worked as a bouncer and a bartender for the gang. Torrio became a mentor to Capone and taught him how to lead. When new laws started in 1920, Torrio wanted to sell illegal alcohol. This activity is called bootlegging. After Colosimo was killed in May 1920, Torrio took over the group.

Life in Chicago was very dangerous for the gangs at that time. Torrio tried to make peace between different groups through agreements. In 1920, he helped form a large group of bootlegging gangs. However, a rivalry grew with the North Side Gang. This group was led by a man named Dean O'Banion. In 1924, Torrio was arrested after a police raid at a brewery. He believed O'Banion had tricked him out of $500,000. Not long after, O'Banion was killed in his flower shop. This event led to more fighting between the different gangs in the city.

In January 1925, things became even more violent for Torrio. Men from the North Side Gang attacked Torrio and his wife outside their home. Torrio was shot several times and very badly hurt. After he recovered, he decided to leave the crime business behind. He handed total control of the Chicago Outfit to Al Capone. Torrio moved to Europe with his wife and mother. He left behind a massive business that earned millions of dollars each year. He told Capone, "It's all yours, Al. Me? I'm quitting."

Torrio eventually returned to the United States in 1928. He helped organize a large group called the National Crime Syndicate. This group was created at a meeting in Atlantic City in 1929. He worked with other famous leaders like Lucky Luciano and Meyer Lansky. In 1936, Torrio was arrested for not paying his income taxes.
