He founded a talent agency called Johnny & Associates. This company was famous for creating many popular boy bands. For over 40 years, he held a virtual monopoly on making these groups. This means he had almost total control over the boy band market in Japan. He also created a special training system for young performers. This system is now used by other idol industries around the world.

His way of making stars followed a very specific set of steps. First, the agency held open tryouts to find new talent. They recruited boys as young as ten years old. These boys joined a group called Johnny's Juniors. The juniors lived in company dormitories and attended a special school. They practiced singing, dancing, and acting to improve their showmanship. They often performed as background dancers for famous groups. This helped them become known before they started their own bands.

Kitagawa's career began with a chance meeting in a park. He was born in Los Angeles in 1931. His family moved back to Japan in 1933. In the early 1950s, he worked at the United States Embassy. While walking in Yoyogi Park in Tokyo, he saw boys playing baseball. He recruited them to form a singing group. He named this first group "Johnnys." This group was the first all-male pop group in Japan.

Kitagawa produced many famous bands like SMAP, Arashi, and V6.

His company was very successful and made huge profits. At its peak, the agency made 2.9 billion yen every year. Kitagawa even held several Guinness World Records. He had the most number one artists and the most number one singles. He also held the record for the most concerts produced by one person. A memorial concert for him in 2019 had 154 celebrities in attendance.

After his death, many serious stories about Kitagawa came to light. A 2023 BBC documentary called "Predator" shared claims of his misconduct. An independent probe found that he had abused boys in his company. This happened from the 1970s until the mid-2010s. Reports say that 478 people have claimed to be victims. Because of these findings, the company decided to make big changes. They changed their name to SMILE UP. They are also removing the name "Johnny" from all their groups.
