He was born in Paris in 1767. His father worked as a high-level servant for a Marquis. Because of this, Tallien received a good education. He later worked as a lawyer's clerk. He eventually moved into the world of printing. He even started his own news sheets to share ideas. One of these was called L'Ami des Citoyens. This helped him become well known by important leaders.

Tallien became a very active leader in Paris. In 1792, he helped organize a big festival called the Fête de la Liberté. He also helped lead a group during the storming of the Tuileries Palace. Soon, he was elected to the National Convention. This is a large group that makes laws for the country. During a violent time in 1792, he was a spokesman for the people. He even helped some people stay safe from the crowds. He was a very energetic and strong member of the government.

As time went on, Tallien was sent to the city of Bordeaux. In 1793, he was part of a group that helped start the Reign of Terror. This was a period when the government used fear to control people. In Bordeaux, Tallien was known for being very harsh. He used a method called "fear and flour" to rule. This meant he used food shortages to keep control. However, his ways began to change after he met Thérésa Cabarrús. He fell in love with her and wanted to protect her. This relationship helped him show more mercy to others.

Tallien eventually decided to fight against the leader Maximilien Robespierre. He felt that Robespierre was becoming too powerful. On July 27, 1794, a big meeting took place.

Tallien stood up and held a dagger to show his anger. He threatened Robespierre to make the other leaders take action. This event was part of the Thermidorian Reaction. This movement helped end the Reign of Terror. Robespierre and his close allies were arrested the very next day. Tallien then became a leader in the new government.

After the Terror ended, Tallien worked hard to change things. He helped free nearly 500 people from prison. He also helped pass new rules for the government. These rules made sure the leaders were more accountable to the people. He even worked to give people more freedom to speak and write. Tallien was supported by a group of young people called the jeunesse dorée. He spent his later years as a different kind of leader. He lived until 1820 and is remembered for these big changes.
