Jean-Lambert Tallien was a central figure during the French Revolution. He was a politician whose loyalties shifted as the country changed. He began as a radical leader during the Reign of Terror. This was a period of intense political violence and government control. Later, he became a leader of the Thermidorian Reaction. This movement ended the Terror and changed how France was governed.

Tallien was born in Paris in 1767. His father was a maître d'hôtel for the Marquis de Bercy. This connection allowed Tallien to receive a formal education. He worked as a lawyer's clerk before entering the printing industry. By 1791, he was the overseer of a printing department. He created a news sheet called L'Ami des Citoyens. This publication helped him gain fame among revolutionary leaders. He also helped organize the Fête de la Liberté in April 1792.

As the Revolution grew, Tallien moved into high-level politics. He was a leader during the storming of the Tuileries Palace in August 1792. This event led to his role as secretary to the insurrectional Commune of Paris. He was later elected to the National Convention. This was the group responsible for making laws for France. During the September Massacres of 1792, he acted as a spokesman. While he praised the violence, he also used his position to protect some individuals from the mobs.

In 1793, Tallien was sent on a mission to the city of Bordeaux. At this time, the Reign of Terror was being organized. Tallien became a notorious representative in this region. He used a method described as "fear and flour." This meant he used the threat of the guillotine alongside the control of food supplies. He exploited bread shortages to maintain power over the hungry population. His administration of justice in Bordeaux was known for being very bloody.

His political path changed due to a personal relationship. He fell in love with Thérésa Cabarrús, a wealthy woman. To protect her, he began to show more leniency. This shift led to a decline in executions in Bordeaux. Thérésa became a moderating influence on his actions. She was even called "Notre-Dame de Thermidor" for the lives she helped save. Tallien eventually married her in December 1794. This relationship helped transition his image from a terrorist to a reformer.

Tallien eventually turned against the leader Maximilien Robespierre. He believed Robespierre was becoming too powerful and dangerous. On July 27, 1794, known as 9 Thermidor, Tallien took a bold stand.

He interrupted a speech and brandished a dagger. He threatened to stab Robespierre if the Convention did not act. This pressure led to the arrest of Robespierre and his allies. The following day, they were guillotined, marking the end of the Terror.

Following the fall of Robespierre, Tallien helped lead the Thermidorian Reaction. He was elected to the Committee of Public Safety. He worked to dismantle the systems of the Terror. He helped repeal the Law of 22 Prairial, which had allowed arrests without hearings. Tallien also helped release nearly 500 prisoners. He promoted new rules to make the government more accountable. These rules required that parts of the Committee be elected regularly.

In his later years, Tallien supported the jeunesse dorée, or "gilded youth." This was a group of young people who supported his new direction. He also campaigned for greater freedom of the press. He reestablished his old newspaper to share his ideas. Even after an assassination attempt in 1795, he continued to influence Parisian politics. He died in November 1820, leaving behind a complicated legacy of both violence and reform.
