He is best known for leading the European Commission from 1995 to 1999. His career spans several decades of significant political shifts in Europe. He held many high-ranking positions within his home country of Luxembourg. He also played a major role in shaping European agreements. His life offers a look into how European leadership works.

Santer began his professional life with a strong focus on law. He graduated from Sciences Po in 1959. Later, he earned a doctorate in law from the University of Strasbourg in 1961. These studies prepared him for a long career in government. He joined the Christian Social People's Party, known as the CSV. The CSV was the leading party in Luxembourg between 1979 and 2013. Santer rose through the ranks of this influential political group.

His early government roles involved managing national finances and social systems. From 1972 to 1974, he served as a junior minister. Between 1979 and 1984, he held three major roles. He was the Minister of Finance, the Minister for Work, and the Minister for Social Security. He served under Prime Minister Pierre Werner. After the 1984 general election, Santer became the Prime Minister of Luxembourg. He led a coalition with the Luxembourg Socialist Workers' Party (LSAP). This political partnership lasted for fifteen years until 1999.

During his time as Prime Minister, Santer managed a sensitive national secret. In November 1990, a newspaper published an article about a "stay-behind army." This secret organization was created in 1959 by Pierre Werner. It was managed by the Service de Renseignement de l'Etat (SREL). The group was also coordinated by NATO. Santer had to explain this to a parliamentary inquiry. He stated the group had no more than 12 members. He said they focused on intelligence and escape maneuvers. Santer eventually called for the group to be dissolved.

In 1995, Santer reached a major milestone in European politics. He became the ninth President of the European Commission. His selection was a compromise between different European powers. The United Kingdom had vetoed a nominee from the Franco-German alliance. This nominee was Jean-Luc Dehaene. Because of this disagreement, Santer was chosen instead.

His appointment was barely ratified by the European Parliament. That same year, he received the Vision for Europe Award.

Santer's presidency ended due to a serious crisis of accountability. Allegations of corruption were made against some individual EU commissioners. A Committee of Independent Experts was formed to investigate. They looked into administrative failings like malpractice and incompetence. The report did not find specific crimes by most commissioners. However, the experts stated that no one showed a sense of responsibility. The President did not have the power to fire individual commissioners. Consequently, Santer and his entire commission resigned on March 15, 1999. This occurred the same day the report was published.

After leaving the Commission, Santer remained active in public life. He was elected to the European Parliament in June 1999. He served as a Member of the European Parliament (MEP) until 2004. He also attempted to become the Mayor of Luxembourg City in 1999. He campaigned on making the city more family-friendly. He was unsuccessful, as the Democratic Party (DP) kept control. Later, in 2012, he led the Special Purpose Investment Vehicle (SPIV). This group helped support the European Financial Stability Facility. His career shows the complex nature of European governance.
