He was born on May 18, 1937. He studied very hard in school. He graduated from Sciences Po in 1959. Later, he earned a doctorate in law from the University of Strasbourg in 1961. He spent many years working in the government of his home country. He belonged to the Christian Social People's Party, known as the CSV. This party was a very strong group in Luxembourg for a long time.

Santer held many important jobs in Luxembourg. From 1972 to 1974, he was a junior minister. Then, from 1979 to 1984, he was the Minister of Finance. He also looked after work and social security during those years. In 1984, he became the prime minister of Luxembourg. This is the top leader of the country. He worked with the Luxembourg Socialist Workers' Party to lead the government. This team stayed together until 1999.

During his time as leader, Santer dealt with some secrets. In 1990, a newspaper wrote about a secret army. This group was called a stay-behind army. It was created by Pierre Werner in 1959. The group was organized by the secret service, the SREL. It was also coordinated by NATO. Santer had to tell a committee about it. He said the group had only 12 members. He also said they handled intelligence and escape plans. He helped end the group in 1990.

In 1995, Santer moved to a much bigger job. He became the ninth President of the European Commission. This group helps lead many countries in Europe. He was chosen as a compromise. This happened after the United Kingdom disagreed with another choice. In that same year, he won the Vision for Europe Award.

However, things became difficult for his team. Some people claimed there was corruption in the Commission. An expert group looked into these claims. They found that the leaders did not show enough responsibility. Because of this, Santer and his whole team resigned on March 15, 1999.

Santer continued to work in Europe after his resignation. He was elected to the European Parliament in June 1999. He stayed there until 2004. He also ran to be the Mayor of Luxembourg City in 1999. He wanted to make the city very friendly for families. He did not win that election. Later, in 2012, he led a group called the Special Purpose Investment Vehicle. This group helped the eurozone rescue fund. He also became an honorary member of SME Europe in 2013.
