He held several high-level leadership roles in both Luxembourg and the European Union. He served as the Prime Minister of Luxembourg from 1995 to 2013. He also served as the President of the European Commission from 2014 to 2019. These positions allowed him to influence economic policy and international relations across Europe. His long career made him one of the longest-serving democratically elected leaders in the world.

Juncker's political ideology was deeply shaped by his upbringing in Belvaux, Luxembourg.

He grew up in a large household with eleven siblings. Because his family had limited financial resources, he learned the importance of saving money. This early experience proved useful during his later tenure as Finance Minister. His father, Joseph Juncker, was a steel worker and a Christian trade unionist. Joseph had been forcibly conscripted into the German Wehrmacht during World War II. The stories of war his father shared influenced Jean-Claude's desire for European reconciliation and integration.

Juncker's professional journey began with legal studies at the University of Strasbourg. He earned a master's degree in 1979 and was sworn into the Luxembourg Bar Council in 1980. Although he was a trained lawyer, he did not practice law. He joined the Christian Social People's Party in 1974. His political rise included serving as Minister of Labour after being elected to the Chamber of Deputies in 1984. In 1989, he became the Minister for Finance. During this time, he also represented Luxembourg on the Board of Governors of the World Bank.

As a leader in national politics, Juncker played a vital role in creating the euro.

While chairing the Council of Economic and Financial Affairs in 1991, he became a key architect of the Maastricht Treaty. He was largely responsible for the clauses regarding the Economic and Monetary Union. He also devised the "opt-out" principle to address the concerns of the United Kingdom. In 1995, he was appointed Prime Minister of Luxembourg. He led a coalition government and remained in power until 2013.

Juncker's influence expanded significantly into European-wide governance. In 2005, he became the first permanent President of the Eurogroup. The Eurogroup is a body consisting of the finance ministers of the eurozone countries. He held this presidency until 2013. In 2014, he became the President of the European Commission. This happened through the Spitzenkandidat process, where he was the lead candidate for the European People's Party (EPP). The EPP won 220 out of 751 seats in the European Parliament during that election. Juncker was officially elected by the Parliament on 15 July 2014.

During his presidency of the Commission, Juncker focused on several major policy goals.

He prioritized the creation of a digital single market for Europe. He also worked toward the development of an EU Energy Union. His administration negotiated the Transatlantic Trade Agreement and sought to reform the Economic and Monetary Union. He aimed to include a social dimension in these economic reforms. Additionally, he managed the 2015–2016 British EU membership renegotiations. His term concluded on 30 November 2019 when Ursula von der Leyen succeeded him.

His career was not without significant challenges and political controversy. In 2012, a parliamentary inquiry investigated the State Intelligence Service (SREL) in Luxembourg. The inquiry looked into allegations of illegal wiretapping and misconduct. The report concluded that Juncker bore political responsibility for the service's activities. He was criticized for failing to control the service and report irregularities. Following a loss of support from his coalition partner, the Luxembourg Socialist Workers' Party, Juncker resigned in 2013. Despite these difficulties, his impact on European integration remains a central part of modern history.
