The Treaty on European Union is also known as the Maastricht Treaty. It serves as the foundation treaty for the European Union, or the EU. This agreement was concluded in 1992 between twelve member states. It marked a new stage in European integration. Integration is the process where different countries work together more closely. The treaty aimed to create a more unified Europe through shared rules.

The treaty functions by establishing the European Union on three existing foundations. These were the European Economic Community, the European Coal and Steel Community, and the European Atomic Energy Community. The treaty reorganized these groups into a single structure. One major goal was the creation of an economic and monetary union. This union aimed to eventually introduce a single currency for member states. The treaty also established a common foreign and security policy. It set the stage for a common defense among the nations.

There are several distinct parts to how the treaty operates. The treaty created a new concept called Union citizenship. Any person holding the nationality of a member state becomes a citizen of the Union. This gives people the right to live and work in other member states. It also grants them political rights, such as voting in local and European elections. Another part of the treaty involved the European Parliament. The treaty gave this elected body more power to help make laws. This process is called co-decision, where the Parliament helps decide on legislation.

The negotiations happened during a time of great change. The Cold War had ended, and Germany had become a re-unified nation. Leaders wanted to prepare Europe for a world of faster globalization. They had to balance the desire for deep unity with the need for national control.

Ratifying the treaty was a complex process with many different results. Some countries held referendums, which are public votes, to decide on the treaty. In Denmark, the first vote in June 1992 was rejected by 50.7% to 49.3%. After new concessions were made, a second vote in May 1993 passed with 56.7%. In France, the vote in September 1992 was very narrow. Only 50.8% of voters supported the treaty. In Ireland, the referendum in June 1992 saw 69.1% support.

Germany was the final country to complete the ratification process. The treaty officially came into legal force on November 1, 1993. The treaty also introduced the principle of subsidiarity. This principle means that the EU should only act if an objective cannot be achieved more efficiently by individual member states. This helps ensure that decisions are made at the most effective level. The treaty also created the office of the European Ombudsman to help citizens. It expanded help for poorer regions through the Structural Fund.

The treaty remains significant due to its lasting rules. The "Maastricht criteria" are specific rules for countries joining the currency union. These rules focus on maintaining price stability. The treaty also had an impact on political debates within nations. In the United Kingdom, the treaty caused deep divisions within the Conservative Party. These debates eventually led to later political changes in 2016. The treaty shows how difficult it can be to balance shared power with national independence.
