You can find it northwest of Athens and southwest of Thessaloniki. It is also east of the port of Igoumenitsa on the Ionian Sea. The city is a busy place with many people. The city population was 64,896 in the 2021 census. The wider municipality has 113,978 inhabitants.

Finding the exact start of the city is a mystery. Some people say the Byzantine Emperor Justinian built it in the 6th century AD. However, modern digs have found evidence of much older settlements.

Archaeologists found fortifications from the Hellenistic period. These old walls were often used to rebuild the fortress later. Some people believe the name comes from a monastery for Saint John the Baptist. Others think it was named after the daughter of a general named Belisarius.

The city grew very strong during the late Byzantine period. This was between the 13th and 15th centuries. After the Fourth Crusade in 1204, many wealthy families fled to Ioannina. They brought money and new ideas to the city. This helped the city become wealthy and very independent. It even became a place of refuge for many Greeks. The city was later part of the Serbian Empire. Eventually, the Ottomans arrived and took the city in 1430.

This led to the closing of the School of the Despots. Later, the city became a major center for the modern Greek Enlightenment.
