It is located northwest of Athens and southwest of Thessaloniki. It also lies east of the port of Igoumenitsa. According to the 2021 census, the city population was 64,896. The wider municipality contains 113,978 inhabitants. The city is a vital hub for the Ioannina regional unit.

The origins of the city involve several different theories. Traditional stories credit the Byzantine Emperor Justinian with its foundation in the 6th century AD. Some believe the name comes from a monastery for Saint John the Baptist. Others suggest it honors Ioannina, the daughter of the general Belisarius. However, modern archaeological research provides a different timeline. Excavations have uncovered fortifications from the Hellenistic period.

These ancient structures formed the basis for later Byzantine and Ottoman walls. Even earlier, human presence was noted in the Kastritsa cavern 24,000 years ago.

The city entered a period of great prosperity during the late Byzantine era. This occurred between the 13th and 15th centuries. Following the Fourth Crusade in 1204, many wealthy families fled to Ioannina. They sought refuge after the sack of Constantinople. This influx of people turned the city into an "ark of salvation."

The city gained economic power and political autonomy. It functioned as part of the Despotate of Epirus under Michael I Komnenos Doukas. This period transformed a small town into a significant fortress.

Political control of the region shifted many times over the centuries. Ioannina was part of the Serbian Empire for a time. Later, it fell under the rule of various leaders like Carlo I Tocco. In 1430, an Ottoman army arrived at the city. The city surrendered to the Ottoman commander, Sinan Pasha.

This surrender included a promise to respect the city's autonomy. For many years, Ioannina served as the administrative center of the Pashalik of Yanina. It remained under Ottoman rule until 1913.

Life under Ottoman administration saw both stability and conflict. In 1611, a peasant revolt led by Dionysius the Philosopher caused great trouble. The revolt resulted in the loss of many privileges for Christian inhabitants.

The city also maintained diverse communities, including Jewish populations. Records from 1564 show a mix of Muslim, Christian, and Jewish households. This diversity shaped the culture of the city for centuries.

Ioannina became a vital center for the modern Greek Enlightenment. This intellectual movement flourished between the 18th and 19th centuries. Thinkers and educators worked to advance knowledge and culture.

It features Emperor Justinian and the theater of Dodona. This mix of ancient roots and modern life defines the city.
