The International Tennis Federation, or ITF, is the global governing body for tennis.

It oversees several different disciplines of the sport. These include standard tennis, wheelchair tennis, and beach tennis. The organization is responsible for the official Rules of Tennis. These rules define how players score points and how they play. They also set technical specifications for equipment like rackets, balls, and nets. The ITF works to preserve the sport's integrity through strict programs. It manages anti-doping and anti-corruption efforts to ensure fair play. In 2026, the organization will change its name to World Tennis.

Governance at the ITF involves a complex system of rules and oversight. A specific committee recommends changes to the Rules of Tennis to the Board of Directors. These rules apply to all sanctioned disciplines, including wheelchair and beach tennis. To prevent cheating, the ITF implements the World Anti-Doping Code. This is done through the Tennis Anti-Doping Program, which began in 1993. This program requires national associations to report all testing conducted within their countries. In 2015, the program collected 2,514 samples from men and 1,919 samples from women. Many of these samples are taken during tournaments, while others are taken out-of-competition.

Additionally, the Tennis Integrity Unit (TIU) works to stop betting-related corruption. The TIU is a joint effort involving the ITF, ATP, WTA, and the Grand Slam Board.

The ITF is organized into a massive network of national and regional associations. As of 2017, there are 211 national associations affiliated with the organization. Of these, 148 are voting members and 63 are associate members. To manage these many groups, the ITF uses six regional associations. These are the Asian Tennis Federation, Tennis Europe, and the Confederation of African Tennis. Other regions include the Oceania Tennis Federation and the South America Tennis Confederation. The Central American & Caribbean Tennis Confederation also serves as a regional body.

Some members, like the United States and Canada, do not have a regional affiliation. Voting rights for members are not equal; they are based on several specific criteria. These include a country's performance in team competitions and their professional rankings. Other factors include their track record in organizing tournaments and their infrastructure contributions. For example, France holds 12 votes, while Botswana holds only 1 vote.

The history of the ITF is deeply tied to the growth of the sport. It was founded in 1913 as the International Lawn Tennis Federation. Duane Williams is recognized as the primary driving force behind its creation. The inaugural conference was held in Paris, France, on March 1, 1913. There were 15 founding countries, including Great Britain, France, and Australia. At that time, the organization held significant power over various world championships. The United States Lawn Tennis Association initially refused to join due to disagreements over tournament titles. However, the USLTA eventually joined in 1923 after reaching several compromises. By 1939, the number of member nations had grown to 59.

As the sport evolved, the organization changed its name and its location. In 1977, the word "Lawn" was removed from the title. This change reflected the fact that tennis was no longer played mostly on grass. During World War II, the organization moved its funds to London, England. It remained based at Wimbledon until 1987. Later, it moved to Barons Court, and finally to its current home in Roehampton in 1998. The ITF also manages various player circuits and rankings. These include circuits for juniors, professionals, and non-professional players aged 30 and above. They also maintain specific rankings for wheelchair and beach tennis players.

One of the most important roles of the ITF is managing international team competitions. These events allow players to represent their nations. The Davis Cup is the premier annual team event for men. It was first held in 1900 and has been organized by the ITF since 1979.

The Billie Jean King Cup is the major annual team competition for women. The ITF also sanctions the Hopman Cup, which features mixed-gender teams.

Furthermore, the ITF organizes tennis and wheelchair tennis events for the Summer Olympic and Paralympic Games. These events are held on behalf of the International Olympic Committee.

The ITF also plays a major role in modern global sports diplomacy. In 2022, the organization took action following the Russian invasion of Ukraine. The ITF cancelled all events in Russia and Belarus. It also excluded Russia from international team events like the Davis Cup. The organization suspended the Russian Tennis Federation as a result. However, the ATP and WTA decided not to ban individual players from all competitions. Instead, Russian players may compete but cannot play under the Russian national flag. This shows how the ITF must balance sport, rules, and international politics.

Through these actions, the ITF continues to shape the future of global tennis.
