The history of the ITF is deeply tied to the growth of the sport. It was founded in 1913 as the International Lawn Tennis Federation. Duane Williams is recognized as the primary driving force behind its creation. The inaugural conference was held in Paris, France, on March 1, 1913. There were 15 founding countries, including Great Britain, France, and Australia. At that time, the organization held significant power over various world championships. The United States Lawn Tennis Association initially refused to join due to disagreements over tournament titles. However, the USLTA eventually joined in 1923 after reaching several compromises. By 1939, the number of member nations had grown to 59. 
As the sport evolved, the organization changed its name and its location. In 1977, the word "Lawn" was removed from the title. This change reflected the fact that tennis was no longer played mostly on grass. During World War II, the organization moved its funds to London, England. It remained based at Wimbledon until 1987. Later, it moved to Barons Court, and finally to its current home in Roehampton in 1998. The ITF also manages various player circuits and rankings. These include circuits for juniors, professionals, and non-professional players aged 30 and above. They also maintain specific rankings for wheelchair and beach tennis players.
One of the most important roles of the ITF is managing international team competitions. These events allow players to represent their nations. The Davis Cup is the premier annual team event for men. It was first held in 1900 and has been organized by the ITF since 1979. 

The ITF also plays a major role in modern global sports diplomacy. In 2022, the organization took action following the Russian invasion of Ukraine. The ITF cancelled all events in Russia and Belarus. It also excluded Russia from international team events like the Davis Cup. The organization suspended the Russian Tennis Federation as a result. However, the ATP and WTA decided not to ban individual players from all competitions. Instead, Russian players may compete but cannot play under the Russian national flag. This shows how the ITF must balance sport, rules, and international politics.
