Many people think of it as a grand place. It was the first international and political capital for Japan. Today, parts of it are protected as a UNESCO World Heritage Site.

The city had a very specific shape and design. It was shaped like an irregular rectangle. The total area of the city was more than 25 square kilometers.

Designers modeled the city after Chang'an in China. Chang'an was the capital of the Tang dynasty. However, Heijō-kyō was different because it lacked walls. A huge central street ran through the middle of the city. This road was called Suzaku-ōji. It was 3.7 kilometers long from north to south.

History tells us how the city began. Empress Genmei was the leader who ordered the move. She wanted to move the capital from Fujiwara-kyō. She gave this order in the year 708. The move to the new city was finished in 710.

The main entrance to the city was the Rajōmon Gate. This gate sat at the southern end of the road. The road led straight to the Suzakumon Gate. This was the main gate for the palace complex.

Many interesting facts exist about the city's size and people. At its peak, the population was between 50,000 and 100,000 people. The Suzaku-ōji road was built to look spectacular. It was wide enough for foreign guests to pass through. In the Sanjō area, the road was about 85 meters wide.

Excavations in 1974 showed the road was about 74 meters wide between gutters. Some old temples like Tōdai-ji and Yakushi-ji were also in the area.

Heijō-kyō connects to the wider world through trade. Merchants and traders traveled to the city from far away. They came from China, Korea, and India. These travelers used the Silk Road to reach Japan.
