In the year 708, she ordered a new capital city. This city was called Heijō-kyō. The move was finished in 710. The city was shaped like a large rectangle. It was modeled after a city in China. However, Heijō-kyō did not have walls.

Many people lived in the city. There were 50,000 to 100,000 people at its peak. Merchants came from China, Korea, and India. They used the Silk Road to travel. These traders brought new cultures to the city.

A very wide road ran through the center. It was called Suzaku-ōji. This road was 3.7 kilometers long. It was built to look spectacular. It was also made for foreign guests to pass through. The road led to the Suzakumon Gate. This was a main gate for the palace. There were also many old Buddhist temples in the city. Some of these places are now famous World Heritage Sites. In 2010, people held big events. They celebrated 1,300 years since the city began.
