He named it Heian-kyō in the year 794. The city was shaped like a large rectangle. It was built to look like a city in China.

A very wide road called Suzaku Avenue ran through the middle. This road split the city into two sides. One side was called the Left Capital. The other side was the Right Capital. The Emperor's palace sat at the north end.

Two large markets helped the people. These markets sold food and goods from all over the country. This helped the city grow. People used canals to bring in water and stop floods. For a long time, Heian-kyō was the capital of Japan. Even when samurai leaders took power, the Emperor stayed there. Later, the city of Tokyo became the new capital. But many people say Kyoto is still the true capital. The old palace and its special throne are still kept today.
