The Group of 20, or G20, is an intergovernmental forum for global cooperation. It consists of 19 sovereign countries, the European Union (EU), and the African Union (AU).

The group works to address major international issues. These include financial stability, climate change mitigation, and sustainable development. Members meet annually through summits to discuss these complex global challenges. These meetings involve heads of state, heads of government, and high-ranking officials. The EU is specifically represented by the European Commission and the European Central Bank.

The G20 manages several layers of decision-making and implementation. The primary leaders' summit is supported by the G20 Finance Ministers and Central Bank Governors. These officials prepare the groundwork for the leaders and implement their decisions. Beyond these main groups, the G20 holds various ministerial-level meetings. These include specialized discussions on agriculture, foreign affairs, trade, and employment. For example, in 2012, ministers met in Mexico to discuss tourism. They focused on how travel can create jobs and support economic growth. This shows how the G20 breaks down large problems into specific sectors.

Members of the G20 hold immense influence over the modern world. The 19 individual member states account for 85% of gross world product (GWP). They also control 75% of international trade and 60% of the world's land area. When including the EU and AU, the membership represents 78.9% of the global population. Furthermore, these members are responsible for 83.9% of global CO2 emissions from fossil energy. Because of these massive proportions, the group's decisions affect nearly every person on Earth. This scale makes the G20 a central pillar of global economic governance.

The G20 was established in 1999 to respond to several economic crises. During the late 1990s, emerging markets faced massive debt problems. These included the Mexican peso crisis, the 1997 Asian financial crisis, and the 1998 Russian financial crisis. In the United States, the collapse of the hedge fund Long-Term Capital Management in 1998 highlighted these instabilities. Leaders like Paul Martin of Canada and Larry Summers of the United States helped conceive the group. They believed the existing G7 and Bretton Woods systems could not provide enough stability. The group was formally established at a G7 Finance Ministers' meeting on September 26, 1999. The inaugural meeting took place in Berlin in December of that year.

Since its founding, the G20 has evolved through different stages of growth. In 2009, the group declared itself the primary venue for international economic cooperation. After the 2008 financial crisis, the group began holding summits for heads of state. Initially, these summits occurred twice a year in locations like London and Pittsburgh. However, since 2011, the summits have moved to a once-a-year schedule. The group has also expanded its membership recently. The African Union joined as the 21st member at the 2023 summit in India. It was officially represented at the 2024 summit in Brazil.

Summit locations rotate among members to ensure global representation. Recent summits have been held in diverse places like Hangzhou, China, and Osaka, Japan. In 2020, the summit was held virtually due to the COVID-19 pandemic. The 2021 summit in Rome and the 2022 summit in Bali addressed pandemic recovery. The 2023 summit in New Delhi, India, focused on human-centric development and the Global South. Indonesia's 2022 presidency, for instance, prioritized the global health architecture and digital transformations. To manage this rotation, members are organized into five regional groupings. Each group negotiates to decide which nation will hold the upcoming presidency.

Despite its power, the G20 faces various criticisms and challenges. Some analysts point to its limited membership as a weakness. Others argue the group lacks the formal power to enforce its decisions. Some critics also claim it might undermine existing international institutions. Because of its influence, summits are often met with protests from anti-globalization groups. In 2014, tensions arose when Australia proposed banning Russia from a summit due to the Crimea crisis. Other members argued that the G20 belongs to all members equally. These debates show that the group is a complex arena for international politics.
