He was born on April 4, 1893, in Cook County, Illinois. His father, Joseph, was from Maine, and his mother, Catherine, was from England. After his mother died, Fred moved to Seattle, Washington, in 1905. He began a long career working on merchant ships. He worked on many different vessels, including a British sailing bark called the Crompton. During World War I, he served on several American and British ships. Even though he saw hard times at sea, he worked his way up to become a ship's officer.

Noonan used his skills from the ocean to help people fly. He learned to fly in the late 1920s and got a pilot's license in 1930. He then joined Pan American World Airways. He worked as a navigation instructor in Miami and managed an airport in Haiti. His main job was helping to map out new flight paths across the Pacific Ocean. He helped fly the first China Clipper flight between San Francisco and Honolulu. This flight was piloted by Ed Musick. Noonan used his knowledge of the sea to help planes find small islands in the huge ocean. He even used a tool called a bubble octant to find his way using the stars.

In 1937, Noonan joined the famous pilot Amelia Earhart. She wanted to fly all the way around the world. They used a special plane called the Lockheed Electra 10E. This plane was very advanced for its time. Noonan was chosen because he was an expert at finding paths. He helped Earhart plan her trip across the Pacific. He was 43 years old when this big adventure began. Even though they had some delays, they eventually started their journey. They flew from California toward New Guinea to try to circle the globe.

Life was busy for Noonan during this time. He married a woman named Mary in Yuma, Arizona, on March 27, 1937. This happened right in the middle of preparing for the world flight. He also had a car accident on his 44th birthday in April. He survived that crash with only minor bruises. During the flight, Earhart and Noonan worked closely together. Earhart wrote in her notes that Noonan was very good at his job. She once noted that his guesses about seeing reefs were very accurate.

Sadly, the journey did not end as planned. On July 2, 1937, Noonan and Earhart disappeared over the central Pacific Ocean. No one knows exactly where their plane went. Because they could not be found, Noonan was declared dead on June 20, 1938. His life was a bridge between the age of sailing ships and the age of airplanes. He helped turn long sea trips into fast flights through the air. Today, people still remember him as a pioneer who helped map the world's skies.
