He was born in Prague in 1918. Later, he lived and worked in France and Britain. He was a professor at the University of Paris VIII. He even received the Légion d'honneur medal from the French government. Popper spent his life looking at how new tools change what art can be. He wanted to see how science and art could work as friends. He believed this mix could make technology feel more human.

Popper studied many different ways that art can move or change. He looked closely at Kinetic Art, which uses movement to create its effect. He also studied Op Art, or optical art, from the early 1960s. This type of art uses light and color to change how we see things. Op Art was important because it asked the viewer to participate. Instead of just looking, the person watching becomes part of the art. This helped lead to the new ideas Popper would later write about.

His interest in new art grew through meeting many different creators. In the 1950s, he met the artist George Rickey. He also met artists named Nicolas Schoffer and Frank Malina. These people used scientific knowledge to make their work. In Paris, he met members of the Groupe de Recherche d’Art Visual. He also met artists like Carlos Cruz-Diez and Victor Vasarely. These meetings helped him understand how art and science connect in the real world.

Popper is very well known for his work on Virtual Art. He used this term for art made with tools from the late 1980s. These tools include things like data gloves and special screens. Some tools even use position sensors or three-dimensional sound. These machines allow a person to feel like they are inside the art. This is called immersive virtual reality, or VR. It uses sight, hearing, and even touch to make the experience feel real.

Popper wrote many important books to share his big ideas. He wrote *Origins and Development of Kinetic Art* in 1968. He also wrote *Art, Action, and Participation* in 1975. His book *From Technological to Virtual Art* came out in 2006. These books help us understand the long history of art and machines. He showed that art is not just something to look at. It is something we can join, touch, and experience with all our senses.
