He was both a general in the army and a statesman in the government. A statesman is a person who works in politics to lead a country. Duan was a key figure in the Beijing Government during the late 1910s. He served as the Premier of China four different times between 1913 and 1918. Later, from 1924 to 1926, he was the acting Chief Executive in Beijing. He was also the founder of a powerful group called the Anhui Clique.

Duan learned how to lead through intense military study. He graduated at the top of his class from the Tianjin Military Academy in 1885. He specialized in artillery, which is the use of large guns. A leader named Li Hongzhang sent him to study military science in Germany for two years. When he returned to China, he worked under another leader named Yuan Shikai. Duan became an artillery commander in the New Army. He even led a division in the Beiyang army in 1904.

Duan became the minister of war and later the premier in Yuan Shikai's cabinet. He was a loyal ally to Yuan for a long time. However, they began to disagree as Duan grew more powerful. Duan even opposed Yuan when he tried to become an emperor again. After Yuan died in 1916, Duan helped control the government in northern China.

Duan made big decisions that changed how China acted with other nations. In 1917, he helped lead China into the First World War. He chose to join the side of the Allies. Duan wanted China to gain more respect from the rest of the world. To pay for his large army, he made secret deals with Japan. He took loans from Japan in exchange for rights in the Shandong province. These secret deals were later found out by the public. This helped start the May Fourth Movement in 1919.

Life for Duan was often a struggle for power against other leaders. He faced many conflicts with people in the south, like Sun Yat-sen. In 1920, he lost his power after the Zhili–Anhui War. He even came out of retirement in 1924 to lead a government again. But he was removed from power once more after a war called the Anti-Fengtian War. Eventually, Duan moved to Tianjin and then to Shanghai. He lived there until he died in 1936. His life shows how much the leadership of China changed during those years.
