A constitutional amendment is a change made to a constitution. A constitution is a set of main rules for a country or a group.

These rules help decide how a group is run. Sometimes, people need to update these rules to fit new times. An amendment can change the rules in two main ways. One way is to rewrite the original text directly. This means adding new parts or taking old parts out. The second way is to add a new section at the end. This is like adding a new chapter to a book. The original pages stay the same, but the new part usually wins if there is a disagreement.

Changing a constitution is a very big job. It is much harder than passing a normal law. Most places use a special process to make sure the change is important. Some places require a supermajority to pass an amendment. A supermajority means more than just half of the people vote yes. For example, a group might need two-thirds of the vote. Other places use a referendum to decide. A referendum is a direct vote by all the people in that area. In some places, people can even start the process themselves. This is called a popular initiative.

Different countries have different ways of starting these changes. In Ireland and Australia, the change starts as a bill. This is a formal idea for a new law. In Australia and Ireland, the leaders must pass the bill first. After that, the people must vote in a referendum to make it official. In the United States, the process is a bit different. A proposed change starts as a special joint resolution in Congress. The President of the United States cannot stop this specific type of change.

Some places find it very hard to change their rules. In Australia, only eight out of 44 proposed changes have passed. In Japan, no changes have passed in many decades. This shows how strict their rules can be. Other places change their rules very often. For a long time, the state of Alabama in the U.S. had a very different system. Between 1901 and 2022, that state amended its constitution 977 times. This is a huge number compared to places like Japan.

Learning about amendments helps us understand how laws grow. Most of the rules we follow today were shaped by these changes. Even the way a document is written can change how it works. In the past, Germany had a constitution called the Weimar Constitution. It allowed laws to change things without officially changing the constitution itself. This made it easier for Adolf Hitler to take power. Because of this, Germany changed its rules in 1949. Now, they must explicitly change the text to make an amendment.
