He was a driver and a very important leader. People often called him "Big Bill." He was born in Washington, D.C., in 1909. His mother, Emma Graham, moved to America from Ireland. As a teenager, Bill loved to drive his family's Model T Ford. He would race laps on a board track near Laurel, Maryland. He always tried to finish his laps before his father got home.

Bill worked very hard to build a new life in Florida. In 1935, he moved his family to Daytona Beach. He left Washington, D.C., with less than $100 in his pocket. To earn money, he painted houses and worked at a car dealership. He also opened a car repair shop at 316 Main Street Station.

That building still exists today as a place for fun events. During World War II, he worked at the Daytona Boat Works. His wife, Anne, ran their filling station during those years.

Racing was a big part of his early years. In 1936, the first stock car race happened on the Daytona Beach Road Course. This race used family sedans from 1935 and 1936. The city offered a $5,000 purse for the event.

Bill finished in fifth place in that first race. Later, he raced with his mechanic, Jim Johnstone Sr. They even traveled through Florida on weekends to race at small tracks. Bill eventually decided to stop driving and focus on organizing races.

Bill wanted to make racing fair and safe for everyone. Some promoters would take the money and leave without paying the drivers.
