In this role, he manages global efforts regarding peace and security. He also works on human rights and climate change. His work involves high-level diplomacy with leaders from many different nations. He acts as a bridge between countries to solve global problems.

Guterres began his journey with a strong focus on science and education. He was born on April 30, 1949, in Cascais, Portugal. As a student at the Camões Lyceum, he won the National Lyceums Award. This award recognized him as the best student in the country in 1965.

He later studied physics and electrical engineering at the Instituto Superior Técnico in Lisbon. After graduating in 1971, he worked as an assistant professor. He taught subjects like systems theory and telecommunications signals. This scientific background helped shape his later approach to complex global systems.

His political career started in 1974 when he joined the Socialist Party.

Following the Carnation Revolution, which ended a dictatorship in Portugal, he rose through the party ranks. He served as a Deputy in the Portuguese National Parliament from 1976 to 2002. In 1992, he became the Secretary-General of the Socialist Party. This was a unique moment because he was a devout Catholic. At that time, the party was known for being secular, or not following a specific religion. This helped him bring a new perspective to the party leadership.

Guterres served as the Prime Minister of Portugal from 1995 to 2002.

He won two major legislative victories in 1995 and 1999. As Prime Minister, he focused on strict budget spending and controlling inflation. He wanted Portugal to meet the economic criteria needed to join the Euro. His government implemented many social reforms. These included improvements in education, healthcare, and housing. He also worked to increase the number of women in the labor market. He helped create the Rendimento Mínimo Garantido, which is a guaranteed minimum income for those in need.

During his time in government, Guterres managed significant economic shifts. He oversaw the privatization of 29 different companies between 1996 and 1999. This process helped reduce the public sector's share of the Gross Domestic Product (GDP). In 1994, the public sector held 11% of the GDP, but this dropped to 5.5% five years later. He also encouraged many citizens to invest in large companies. For example, 800,000 people invested in Portugal Telecom in 1996. In 1998, he presided over the Expo 98 event in Lisbon. This event celebrated the 500th anniversary of Vasco da Gama's voyage.

In 2005, Guterres transitioned to international humanitarian work. He was elected as the United Nations High Commissioner for Refugees.

This agency, known as the UNHCR, provides protection to people forced to flee their homes. Guterres led a massive organization with more than 10,000 staff members. His team worked in 126 different countries. They provided assistance to over 60 million refugees, returnees, and displaced persons. He focused on reforming the agency to improve its emergency response. He specifically addressed crises in the Middle East, such as the Syrian civil war. He also highlighted needs in the Central African Republic and the Democratic Republic of the Congo.

In October 2016, Guterres was elected to succeed Ban Ki-moon as Secretary-General. He officially took office at the start of 2017.
