He studied economics at the University of Oslo and graduated in 1987. His thesis focused on macroeconomic planning under uncertainty, which is the study of how economies work during unpredictable times. During his youth, he was influenced by political movements and participated in protests regarding the Vietnam War. He also led the Workers' Youth League from 1985 to 1989. These early experiences helped shape his views on social democracy and government responsibility.

His early career in the Norwegian government involved several specialized ministerial roles.

In 1990, he served as a State Secretary in the Ministry of the Environment. He later became the Minister of Industry and Energy from 1993 to 1996. From 1996 to 1997, he served as the Minister of Finance. During this time, he worked under Prime Minister Thorbjørn Jagland. These roles allowed him to gain deep experience in how a nation manages its resources and laws.

Stoltenberg served two distinct terms as the Prime Minister of Norway. His first term lasted from March 2000 to October 2001. This period was marked by controversial reforms to the welfare state, including the privatization of some state-owned services. Following an election loss in 2001, the Labour Party faced a difficult period. Stoltenberg was then elected leader of the Labour Party in 2002. He returned as Prime Minister from 2005 to 2013, leading a "Red-Green" coalition.

For many years, Norway and Russia disagreed over a sea area in the Barents Sea. In 2010, Stoltenberg and Russian President Dmitry Medvedev signed an agreement to resolve this. The deal divided the disputed area into two nearly equal parts. This helped replace a controversial temporary agreement from years earlier. This success showed his ability to use diplomacy to solve long-standing international disagreements.

In 2014, Stoltenberg transitioned to international leadership as the 13th Secretary General of NATO.
